He is Ph.D. in Political Science – International Relations, Graduated in Economics, Bachelor in Philosophy.
Currently, Professor em. at the Université catholique de Louvain (UCL, Louvain-la –Neuve, Belgium); Visiting Professor at the Institute for European Studies of the Université Saint Louis, Brussels, where he lectures on: “the Story of the EU’s Treaties”, and at the Diplomatische Akademie Wien, where he lectures on: “The EU’s External Action and Security challenges”.
In the Seventies, he was first assistant-researcher at the UCL; from 1977 to 1980, he becomes advisor of the Belgian Minister for Development and for External Trade at the Belgian Foreign Affairs Ministry. Afterwards, he gets his Ph.D. in Political Science-International Relations, with a thesis on: “Belgium within the EC at the UNCTAD” (1983). From 1980 to 1995, he is “Maître de conferences”, and then “Chargé de cours” at the Law School of Namur; since 1984 he is Professor at the Institute for European studies of the UCL in Louvain-la-Neuve, becomes full time Professor in LLN since 1995 and Ordinary Professor in 2000. In 2004 (until 2008) he is the Head of the Institute for European Studies of the UCL.
Professor Franck has been Visiting or Guest Professor at the Universities of Paris X, Hassan II (Casablanca), Nice, Lille, Katowice, Jagellon (Krakow), Alcala de Henarès (Madrid), Bratislava and Köln. From 2010 to 2013, he is visiting Professor at the College of Europe (Natolin).
From 2007 to 2015, he is the holder of the French speaking Chair of the Political Studies in European Affairs at the Diplomatische Akademie Wien where he is still Visiting Professor. Topics of his January 2018 lectures in Wien: “The Trump’s and the EU’s Foreign Policies: How fart hey diverge?” and “The progressive framing of a Common Security and Defence Policy”. From 2000 to 2007, he has been Secretary General of the Trans European Studies Association (TEPSA). In 2006, he became too a Jean Monnet professor
His teachings have dealt with the History of the European Integration (mainly since the Maastricht Treaty), the Analysis of the EU Political System, the EU External Action, including trade, development and Security issues.
His publications in French, English and German refer to the same topics. Moreover, he has been the author or co-author of several books and articles on the Belgian European policy.
